Russia is considering the establishment of a federal republic in Syria, after the end of the civil war. According to the Russian Federation’s Foreign Ministry spokesperson this proposal represents a drastic political change for Syria since the rise of the Ba’ath Party in 1963.
The Russian proposal includes the establishment of different provinces for the three major ethnic and religious groups of the country.
The new federal republic will allow the Syrian people to have a representative government based on the respective provinces they live in. Furthermore this federal republic would be ideal for the Kurdish Democratic Union Party (YPG), who seeks domestic autonomy over the areas they govern, but not from Syria itself.
The federal republic of Syria could include three autonomous political and military zones, a coastal strip dominated by Alawis, Christians, and the urban middle class, Kurdish zone that already exists and a Sunni zone, much of which is already controlled by rebel Sunni groups.
The establishment of the three autonomous cantons will allow the Alawis, the Sunni, the Christians and the Kurds to feel safe. The cantons will maintain their defensive capabilities since the war has divided the ethnic and religious communities in Syria, but Alawis, Sunnis, Christians and Kurds will have to agree to share the power of the central government if they want to live together peacefully.
