The proposals will include \u201ctackling the procedural, financial and political obstacles\u201d to the deployment of the EU\u2019s battle groups, 18 national battalions available but never used for military missions.<\/p>\n<p>She will also propose to \u201cchange institutional structures, to be more imaginative\u201d including an EU military planning and \u00adoperations headquarters in Brussels that could be a rival to NATO. \u201cMore effective civilian and military planning might need a specific structure and we will look into this kind of institutional innovation as well,\u201d Ms Mogher\u00adini said yesterday.<\/p>\n<p>A timetable for the plan will be discussed at a meeting of 27 EU leaders \u2014 excluding British Prime Minister Theresa May \u2014 at a summit in Bratislava next week.
