The dispute has hampered preparations for the offensive.<\/p>\n<p>The U.S.-backed <a class=\"icon none\" href=\"https:\/\/www.wsj.com\/articles\/u-s-compromises-won-turkeys-backing-for-kurdish-led-offensive-1468539313\">Syrian Democratic Forces is led by the main Syrian Kurdish militia, the YPG,<\/a> which Washington sees as the ground force most capable of confronting Islamic State. U.S. officials say they don\u2019t expect the Turkish-backed Arab force to play a role in the fight for Raqqa, a predominantly Arab city.<\/p>\n<p>But Turkey considers the YPG a terrorist group.
