The move was carried out in conjunction with the Iraqi government, which seeks \u201cto bar Mansur from the Iraqi financial system and freeze any assets he may have subject to Iraq\u2019s jurisdiction.\u201d<\/p>\n<p>Mansur was identified as the Islamic State\u2019s \u201cfinance emir for Mosul,\u201d Iraq earlier this year. But according to Treasury he is not located in Iraq, as he \u201cmoved to Turkey.\u201d The US listed three locations inside Turkey \u2014 Mersin, Istanbul, and Adana \u2014 where he has been based.<\/p>\n<p>The US did not explain how Mansur has been able to operate inside Turkey without being arrested by local authorities.
