Reagan pitched building an ambitious anti-missile system in 1983 dubbed \u201cStar Wars.\u201d<\/p>\n<p>The R&amp;D effort, which included space-based lasers, was sidetracked by funding shortfalls and the collapse of the Soviet Union.
